Hawks Part 2: Recommendations for investigation
Based on my complaint, the Hawks (DPCI: Directorate for Priority Crime Investigation) recommended investigation into corruption in the Western Cape.
Reference for media: ‘Case – Cape Town OC 19/07/2018’. The Hawks spokesperson is Captain Nkwalase, the only decent officer I dealt with during this process – NkwalasePS1@saps.gov.za.
The ‘analysis’ was conducted by:
- Colonel Piet Bergh (Chief Priority Crime Management Centre)
- Captain Philip van Dyk (Van Bergh’s right-hand man)
- Colonel Abdul Enus (Unit Commander Anti-Corruption)
You may think that this is a victory for me but it definitely isn’t. It’s a severely whitewashed report omitting mention of any DA politician as well as the majority of the evidence. Even evidence the report acknowledges having received was excluded from the ‘analysis’, no reason given.
It’s essential that you compare my detailed affidavit to this filth we’re expected to consider policing.
WHO WILL INVESTIGATE THE HAWKS?
The report is 6-months-old. I never released it until now because it’s a mockery of justice and the third time the Hawks have protected the DA. I first wanted Minister Police Bheki Cele and DCPI National Head Lieutenant General Godfrey Lebeya to respond to my complaint. I want these ‘investigating officers’ investigated. That must include an explanation why they failed to investigate their fellow officers which was part of my complaint.
Suspiciously, four days after I posted my affidavit online, Colonel Bergh contacted me about a case outside of his jurisdiction, wanting the police to meet me. Two days later, my fathers house raided, cops looking for me.

HAWKS ON TENDER CORRUPTION AND FRAUDULENT APPOINTMENT OF KNYSNA MUNICIPAL MANAGER KAM CHETTY
3.7 Alleged fraud and corruption in the approval of the Integrated Spatial Development Framework tender by the former Municipal Manager Kam Chetty:
“With regard to the allegation as per par 3.7, all documentation should be presented to Colonel Stemmet, Commander Anti-Corruption Task Team, for further investigation relating to the backdating of the appointment of Kam Chetty as Municipal Manager and the subsequent approval of a tender the day after his appointment, and that such investigation should be presented monthly to the Provincial Head.
My comment: The report has it’s numbering and facts mixed up. Kam Chetty signed the Tourism tender which, if investigated fully, implicates ex-Knysna DA Mayor Eleanore Spies (since promoted by the DA), Legal Adviser Melony Paulsen and, ultimately, Western Cape Candidate Alan Winde. The ISDF tender implicates MEC Local Government Anton Bredell, for which he is involved in fraud, cover-up and perjury.

HAWKS ON MARITIME RISK SOLUTIONS
Par 3.1 – fraudulent academic qualifications
Commentary: Need to be investigated by local SAPS
Par 3.2 – Failure to register businesses with CIPC and PSIRA as Maritime Risk Solutions, Fulcrum Limited, KRAV Maga, and illegal directorship to companies such as Fulcrum Limited, Vexicorp and Market Trades Institute Africa.
Commentary: Need to be investigated by the Anti-Corruption Task Team, of the DPCI.
With regard to the allegation as per par 3.1 (commentary 4.1); par 3.9 (commentary as per par 4.8) and par 3.10 (commentary as per par 4.9). the complainant must follow protocol and submit his complaint to Major General Reddy, Cluster Commander: George Cluster, as well as Lieutenant General Julia, the Provincial Commissioner, SAPS Western Cape, for their attention.
My comment: Maritime Risk Solutions is non-Governmental but connected to all via the Hawks previously failing to do their job, allowing the Van Niekerks to get away with crime and forcing a victimised family, the Volschenks, to flee overseas for safety.
ACTIONS
A copy of this document forwarded to the Provincial Commissioner after signature.
The enquiry file 19/07.2018 be transferred to Colonel Christelle Stemmet for further investigation.
The recommendations were signed and approved by Brigadier MF Ramhova on 30 October 2018.
TRUTH
In a follow-up email, I asked, far too politely:
- “The intimidation I’ve experienced, which I want most addressed, has not been addressed.
- My complaint contained a lot more that wasn’t addressed. I only gave you samples of my complaints to the Office of the Public Protector (OPP). Therein is much needing investigating. Part of my complaint is against the OPP. I will finish a more comprehensive report on them tomorrow.
- My complaint was also against the failure by the Hawks to previously investigate. It was well discussed that unnamed prosecutors can’t squash cases that haven’t been investigated. More relevant now as both matters I initially reported have since been to be irregular i.e. corrupt, millions lost because the Hawks involved never did their job initially. the goal was accountability, not passing for responsibility.
- [Unnamed] items you found to be of “questionable evidential value” must not be dismissed before I’m questioned regarding it.”
The latter is a big point. The Hawks, without explaining why, tried to discredit my evidence and my attempts to get justice. They’re clearly and deliberately being underhanded when you look at the evidence which includes forensic reports and government procured legal analysis, and screenshots and emails clearly proving intimidation by the DA.
FACT

Colonel Christelle Stemmet
Even the diluted report meant nothing.
Nothing has been acted upon.
Instead, the persecution of me continues.
And Lieutenant Colonel Godfrey Lebeya and Minister Police Bheki Cele refuse to respond to my complaint.
