Dawie Adonis is the alleged illegally appointed Knysna Municipal Director earning over R1-million annually. He has the equivalent of a Matric qualification whereas his position requires an Honours degree.
This writer revealed the possible illegal appointment in September 2016 with the request that Democratic Alliance Mayor Eleonore Spies urgently address the matter [although known to the public as ‘Bouw-Spies’, her ID states ‘Spies].
The Knysna Municipality was sent detailed questions that, if answered, would have fully explained what happened and, if necessary, who to hold responsible for the loss of public funds. Instead, for 3 months, Spies, Wolmarans and a host of directors have failed to respond. This despite a request being sent to Legal Adviser Melony Paulsen via PAIA (Promotion of Access to Information Act).
The gravity of the matter is heavy considering that Georlene Wolmarans, in her role as the previous DA Mayor, would have likely been the one to approve Adonis’ appointment. Wolmarans is the current Speaker, ironically responsible for upholding the morality of local politicians.
The appointment would’ve required signing off at provincial level, possibly by MEC Anton Bredell, who, along with Wolmarans, is at the heart of Knysna’s ISDF tender scandal. Bredell recently recommended that Johnny Douglas become Knysna’s Acting Municipal Manager in February 2017. That has been accepted by the Knysna Council despite Douglas being paid over a million rand to leave in 2011.
It must be understood that Director Community Services is an important position. He “oversees 4 major departments that incorporate services including Disaster Management, Fire and Rescue, Traffic and Law Enforcement, Parks, Waste Management, Libraries, Halls, Cemeteries, Museums, Arts and Culture, Waste Management and Cleansing, Youth and Sport Development.”
The high salaries of municipal staff have been a difficult pill to swallow by the taxpayers of the small town (pop. 73,000). It was reported in 2013 that 5 directors were received approximately R1-million packages annually. This year, it was queried whether the bonuses for directors were being overpaid by R220,000. Of the total amount of R913,000, Dawie Adonis was scheduled to receive R136,000, raising his 2016 earnings to R1.2million.
It must be asked why, after this writer’s queries regarding Adonis and Communications Manager Fran Kirsten, Mayor Spies issued a press release against me and the DA ran a propaganda campaign against me?
And Adonis has chosen to add a confirmatory affidavit on behalf of a senior Knysna Municipal employee’s request for a protection order against me. Is it a coincidence that those I question in local government keep filing for protection orders, seemingly with support from the DA?
Instead of the Administration immediately launching an inquiry or the DA making it an urgent item on a Council Meeting agenda, they have possibly become complicit in their united silence.
