Mbulelo Memani Knysna Municipality’s New Chief Financial Officer

Finally, Knysna Municipality has appointed a Chief Financial Officer (CFO). Mbulelo Memani becomes the second-most important person in the Administration.
He arrives from Bitou Municipality, the town the DA lost to the ANC. Hopefully, that doesn’t mean that he’s loyal to the DA. Knysna is in desperate need of municipal officials that don’t illegally bow to the politicians.
The Knysna Municipality’s Communication Department left out a lot of capital letters and commas in their press release. It ran the risk of feeding the public rather than informing. It’s one page contained these words:

The Knysna Municipality welcomes Mbulelo Memani into their fold as the new Chief Financial Officer (CFO).
Memani, whose contract started on March 1, is well qualified to head the Department: Finance as Director. He brings with him a wealth of financial management qualifications and experience. His impressive academic qualifications includes a Post Graduate Diploma in Internal Audit, BCom (Municipal Accounting), a certificate from WITS Business School in Municipal Development Finance, Certificates from the Research Based Institution affiliated to University of Cape Town in Municipal Budgeting and Reporting Cycle, and Principles of Budgeting within a Municipality.
His work experience includes working as the Supply Chain manager within the Witzenberg Municipality. Within the Breede Valley Municipality, Memani worked with the finance department dealing with Account Projects and Costing. He then worked as Expenditure Manager and Head of Department: Budgeting and Costing, Financial Planning Department and then Acting senior Manager: Financial Planning/Budget and Treasury within the Bitou Municipality.
“I am looking forward to utilise my relevant theoretical and practical knowledge I have accumulated to best benefit Knysna Municipality. In my career to date I have been entrusted with various challenging tasks aimed at specific objectives.
“I am proud to say that I have achieved all the objectives in these task which included the development of the Supply Chain Unit at Breede Valley and Witzenberg Municipality. As acting Manager Financial planning at Breede Valley Municipality the organisation achieved a clean audit. Further I have acted as the Acting CFO, Bitou Municipality (February 2016 to date) while Bitou CFO was seconded to help the Oudtshoorn Municipality,” Memani said.
Knysna Acting Municipal Manager welcomed Memani and said: “Looking at his qualifications, work experience and his achievement within Local Municipalities, i look forward Mr Memani taking over the reigns of our Financial Department.”
Eleanore Bouw-Spies, Knysna executive mayor added: “Mr. Mamani proved himself a very competent candidate during the rigorous interview process leaving us with no doubt as to his suitability as our Director: Finance. On behalf of council I welcome him to the municipality and wish him well.
