The ANC questioned Western Cape Premier Alan Winde about corruption in his province. It was impossible for him to simultaneously be Government for the People and a loyal Democratic Alliance (DA) politician. Consequently, Winde chose his party over us. He lied and was obstructively vapid.
Winde has perjured himself and is guilty of contravening PRECCA (Prevention and Combating of Corruption Act) which requires him to report corruption he’s aware of. That’s aggravated by him likely being directly involved in crime and its cover-up.
To hold him to account, and to demand justice, I’ve sent him and his colleagues a letter of complaint. I recommend you read it for context, before watching the perjury video which was filmed on 19 September 2019 in the provincial Parliament (what the rest of the country refers to as a Legislature).

COMPLAINT AGAINST THE PERJURY AND CRIME OF PREMIER ALAN WINDE (DA POLITICIAN)
Premier Alan Winde, on 19 September 2019, in the Western Cape Legislature, the ANC asked you questions regarding corruption. There was emphasis on my town of Knysna. You responded with irresponsibility and perjury, and it’s my worry that your ineffective opposition will allow you to get away with it.
Your role as Premier and politician should be separate but, in practice, that doesn’t happen. You erected your traditional defence for the corruption of the Democratic Alliance (DA) – the party you belong to and owe your job to. You failed to put the Western Cape ahead of your political interest. You’re complicit in criminality.
The two issues raised in the Legislature (and here) are kept company by the many others I’ve hopelessly reported to you the past 8 years. You threatened me for it, attempting to degrade my whistleblowing and hard evidence into defamation of you (which only made your nefariousness more obvious).
I don’t hide my disgust because you’re earned it well. In fact, you were one of the first who taught me that politeness means nothing in the face of darkness. You played a major role in making me into an activist.
But I must follow procedure (such as this letter) to build more evidence against you. I desperately wish we could skip the repetition and you simply answer, “Now!” to the question, “Alan Winde, when are you going to become a decent man, a fellow human being, and our leader?”
This letter addresses you both as Premier and a prominent DA figure. Both faces require you to confirm to a code of ethics, and to be a scrubbing brush against fraud and maladministration.
THE DE SWARDT VOGEL MYAMBO REPORT
The De Swardt Vogel Myambo Attorney’s Report (De Swardt Report) recommended stern action against DA Mayor Eleanore Spies, Legal Adviser Melony Paulsen and Municipal Manager Kam Chetty. There were to be municipal disciplinary hearings and criminal charges.
Considering the gravity of the matter, your non-involvement in justice is inappropriate.
You lied to your Legislature colleagues about being unaware of it, directly and indirectly. I know this because:
- I’ve sent it to you and referenced thereafter.
- For you and your staff to be unaware of the mentions in Media would require perfect incompetence.
- Knysna DA councillors Peter Myers and Mark Willemse, whom the DA is trying to remove from Knysna, have allegedly spoken to you about it too. That makes perfect sense as it’s at the heart of the ongoing and very public scandal you’ve been in town to discuss several times.
- You’re originally from Knysna where you owned several small businesses. Your parents and sisters still live there. You own investment property in the prime location of Belvidere where the DA just lost all its wealthy supporters.
- You were previously our town’s DA Constituency Officer (whilst you were the MEC for Finance & Tourism).
- Your continued ties to our town are well known. Others here have spoken to you about these and other corruption issues.
The impossibility of your cluelessness is emphasised.
Instead of acting on the De Swardt report, gathering information about related crimes, and talking to people such as me:
- Mayor Spies was promoted to the position of Speaker for the Garden Route Municipality under which Knysna falls. She joined a Mayoral Committee that included her ex-husband Rowan Spies, whose fraud the DA has also failed to punish. Furthermore, their divorce appears to have been a political sham as they’ve never broken up, have continued to live together with their children, and attend political and government functions as a couple (with exceptions for the periods Rowan’s spent in rehab).
- Speaker Spies was then promoted to the National Assembly where Rowan Spies remained on her arm for functions.
- Legal Adviser Melony Paulsen retained her job with no consequence. One of the most important jobs in the Knysna Municipality is held by a crook.
- Kam Chetty quit, apparently gaining a good job in National Government.
The De Swardt Report was presented to the Knysna Council on 4 September 2018 – almost 14 months have passed.
MEC Local Government Anton Bredell allegedly delayed action until Eleanore Spies had been promoted, and thus he could claim she couldn’t be punished in her previous role. But if you and Bredell had wanted to, you could have pursued her via the Court and Media. In your political roles, you could’ve had her expelled from the DA. You could have practiced good governance and morality. Instead, you kept her as a DA buddy and punished us.
Bredell and DA internet trolls have pretended that the De Swardt report has no substance despite failing to argue why. Although impossible, if it were worthless, you’d have to pursue the allegedly half a million rand wasteful expenditure that it cost to compile, and you’d have to insult De Swart Vogel Myambo Attorneys which, in National Government circles, is considered one of the best at what they do.
The blue disease you suffer from afflicts Bredell too. Doubling as the DA Western Cape Chairperson, he and DA Western Cape Leader Bonginkosi Madikizela (whose also your MEC Human Settlements), have actively protected Spies whilst trying to drive out Willemse and Myers (who are De Swardt Report flag wavers). Madikizela even spent an hour on Cape Talk refusing to address a single piece of evidence I presented to him.
It’s no coincidence that Bredell also perjured himself in the Legislature, in order to protect developers involved in an illegal Knysna tender which you are aware of too. It’s unsurprising that Speaker Sharna Fernandez, also DA, failed to act on my complaint (as the law compels her too).
It’s an extreme problem that many members of the Provincial Cabinet are compromised. They way you protect your organisation makes you mafia.
Alan, you added insult to injury when you recently appeared in Knysna to lie in support of the DA at the Ward 5 by-election to replace Eleanore Spies. You had no interest in our town in crisis. Your only goal was to serve DA interest.
ILLEGAL FUNDING OF TOURISM COMPANIES
The second issue mentioned in the Legislature on 19 September was the illegal funding of section 21 tourism companies by the Western Cape Government via Local Government. Alan, you pretended that it was a non-issue, crudely saying that everybody does it. It was a childish and disrespectful thing to say in the building you call Parliament.
You’re not a vague somebody elsewhere in South Africa. You’re the fucking Premier of the Western Cape! What happens illegally here is your responsibility!
Furthermore, I’ve reported this issue to you since 2011, yet, with your permission, and sometimes under your instruction, tens of millions of taxpayers’ funds were wrongfully distributed in Knysna alone. Your DA, with your full knowledge, attacked me for it, falsely blaming me for the destruction of the economy, labelling me as a sociopath and associating me with paedophilia whilst I ran a free children’s project.
You don’t get to walk away from this issue, or, as you were claimed to have said, find lawyers who’ll agree with you against the expensive Cliffe Dekker Hofmeyr opinion which states the obvious:
- The local municipality must put out a tender, not give millions to one company to do Government’s constitutionally mandated job.
- It’s conflict of interest for politicians to approve the funds whilst sitting on the Board of the company they’re giving the money to.
HELEN ZILLE & EXCUSES
Premier Alan Winde, mediocrity isn’t meant to be a job attribute. You’re paid well to be Premier. When there’s even a hint of the wrongdoing that threatens our province, you’re supposed to defend us.
A repeated excuse by DA-linked politicians has been that if the Opposition is aware of corruption, they must report it to the SAPS. They should but that it’s used as an excuse for people like you to do nothing is unforgivable. Even worse considering the DA has complained about the same police not doing their job.
Don’t pretend that corruption isn’t everywhere in our country. Evil power centres are served by the very institutions that are supposed to protect us. As the ANC gets ‘special treatment’ elsewhere in our country, so the DA gets ‘special treatment’ in the only province it rules.
This is really about the DA and its questionable ties to questionable people and companies. These problems for Knysna began when Helen Zille was Premier (your website still has her in charge). You and Bredell were her henchmen. You’re her chosen replacement. It was unsurprising that your legal threat was on behalf of all three of you. I was under horrendous intimidation to silence me, and you chose to be part of it. It’s likely every horrible thing thrown at me was under orders from your lofty gang.
With Zille having recently returned to politics as your uber boss, the DA Council Chair, I’ve little hope in you doing the right thing. John Steenhuisen, the new DA Leader, is unlikely to be the first with righteous balls. Even less hope can be found in Ivan Meyer, the new DA Federal Chair, who was previously the province’s DA leader when Zille sat in your seat.
Politics is an incestuous business where, against the natural laws of sex, it’s the Public that somehow finds itself screwed.
COWARDLY CORRUPT OR JUST CORRUPT?
Premier Alan Winde, even if we were to pretend that I’ve said nothing before this sentence, you should’ve responded to the Legislature questions by demanding answers from your staff, Local Government and Knysna Municipality.
Additionally, you received a copy of my book ‘Same Shit, Different Government’ which has been downloaded for free over 1500 times. As the first book about corruption, and with expressive mention of you and Bredell, it’s more reason why you cannot pretend ignorance:

Don’t cause more delay with unecessary questions that you already know the answers to.
Of course, you’d first have to overcome the thorny silence you have erected between the Public and the DA. I’ve made this an open letter online, and will email it to your staff and fellow Legislature members so that you’ll be an obvious liar if you continue to pretend obliviousness.
The author John Steinbeck said: “Power does not corrupt. Fear corrupts… perhaps the fear of a loss of power.”
Premier Alan Winde, are you unforgivably corrupt, or are you a coward whose afraid of losing your job if you do the right thing? Rebel against the history of your character. Show us that you can be something more.
